In 1998, Congress established the Underground Railroad Network to Freedom, which is administered by the National Parks Service. The Network to Freedom currently incorporates 26 states and Washington, D.C. States in which Stephen Marc has photographed Underground Railroad or slavery related sites are marked with an asterisk

The Underground Railroad National Network to Freedom has been added to the Top 10 list of Most Endangered National Parks by the National Parks Conservation Association.
